About 150,000 residents living near Jamsil Sports Complex, Seoul World Cup Stadium, and Mokdong Stadium are expected to receive up to a 50% reduction in sports facility usage fees and parking fees starting in June.
The Seoul Metropolitan Government said on the 9th that it plans to soon announce the proposed amendments to the enforcement regulations regarding the installation and operation of city-operated sports facilities, which include these details, and to promulgate the new regulations in June after deliberating through the ordinance and rule review committee.
Residents near the Jamsil Sports Complex, Seoul World Cup Stadium, and Mokdong Stadium will be eligible for support, receiving up to a 50% reduction on various fees, such as the tuition for community sports programs held at these facilities, personal training usage fees, and parking fees (including auxiliary parking lots). The intent is to provide a form of compensation to residents who suffer from noise and parking difficulties due to the large stadiums where not only sports competitions but also concerts are held.
The amendment to the local government ordinance regarding support for residents near the stadiums was passed last year following a proposal by Legislator Lee Sung-bae (Songpa 4) from the People Power Party, and this is a detailed implementation of that.
To select the beneficiaries, the city commissioned a study and surveyed areas affected by stadium noise near Jamsil Sports Complex, Mokdong Stadium, Seoul World Cup Stadium, and Gocheok Sky Dome from April to November of last year. The city referenced the regulations on living noise, which state that noise exceeding 60 decibels (dB) in the morning (5 a.m. to 7 a.m.) and evening (6 p.m. to 10 p.m.), and exceeding 65 dB during the daytime (7 a.m. to 6 p.m.) should be regulated.
Among these areas, Gocheok Sky Dome did not report noise damage exceeding the standards due to the nature of the dome stadium. The Seoul Metropolitan Government is expected to further specify the residences of the beneficiaries through legislative announcements and the ordinance and rule review committee in the future.
A representative from the Seoul Metropolitan Government noted, "We are preparing to establish specific support measures so that we can implement them immediately starting in June."
