It has been reported that a police bus mobilized for the 'barrier' installed by police to secure the Constitutional Court in Jongno-gu, Seoul, has been parked illegally, leading to a ticket being issued on the windshield. In response to the controversy, Jongno-gu explained, "We attached the notice, but actual fines were not imposed."

According to police and Jongno-gu on the 7th, a member of Jongno-gu staff went to the scene after receiving a report stating that a police bus was parked illegally near the Constitutional Court on the 5th, and placed notices regarding 'fines imposed and vehicle subject to towing' and 'illegal parking removal order' on the bus's front windshield.

Following a disturbance at the Seoul Western District Court on January 19, the police strengthened security around the Constitutional Court, which is hearing the impeachment trial of President Yoon Suk-yeol. On days when the trial arguments are held and President Yoon attends, as well as on usual days, 15 to 20 police buses are parked on Bukchon-ro in front of the Constitutional Court and utilized as barriers. This is a measure to prevent some radical protestors from breaching the court. One-person protests held near the court occur in areas where police buses are not stationed, indicating that the barriers effectively enhance security.

However, as some protesters found that the barriers installed in front of the Constitutional Court were effective in blocking gatherings, they reported illegal parking to Jongno-gu using the 120 Dasan Call Center or the Safety Reporting App. The method used was to immediately complete the report by attaching site photos to the Safety Reporting App.

On X (formerly Twitter), a netizen posted, "I completed the report on illegal parking in front of the Constitutional Court," and added a message saying, "Right-wing individuals who don’t want to face consequences from the final day of the baton and capsaicin should join us." Following this, there have been "certification posts" indicating that the illegal parking reports have been completed.

In forums like the 'DC Inside American Politics Gallery (Mijeong Gallery)' where President Yoon's supporters primarily engage, there are encouraging posts such as "Let’s file complaints with the Jongno-gu Parking Management Office" and "Let’s report illegal parking and bombard them with complaints to tow the vehicles over the phone."

Regarding this, Jongno-gu stated, "The illegal parking enforcement officer mistakenly attached fines on the police bus due to a lack of understanding of relevant laws," adding, "While we did attach the notice, fines were not actually imposed in the system." They further stated, "We have completed training for all enforcement officers to prevent this from happening again in the future."
