The legal representative of Administrator Jo Ji-ho said, "Administrator Jo will appear as a witness in the impeachment trial of President Yoon Suk-yeol on the 20th."
On the 19th, Attorney Roh Jeong-hwan, who is representing Administrator Jo, noted this to ChosunBiz. Earlier, both the National Assembly and President Yoon's side requested Administrator Jo as a witness, and the Constitutional Court accepted it. Administrator Jo submitted a notice of non-attendance due to health treatment. Consequently, the Constitutional Court requested the Seoul Eastern District Prosecutor's Office to execute a warrant for Administrator Jo. Administrator Jo was arrested and indicted on charges of violating important duties during a insurrection and is currently out on bail.
According to prosecutors, Administrator Jo met former Korean National Police Agency Commissioner Kim Bong-sik, President Yoon, and then-Minister of National Defense Kim Yong-hyun around 7 p.m. on December 3rd, 2022, at the presidential safe house in Samcheong-dong, Jongno-gu, Seoul, about three hours and 30 minutes before the emergency martial law was declared. He testified to the investigative authorities that he received an A4 sheet listing the institutions that the military and police would control, including the National Assembly and the National Election Commission.
Administrator Jo is also reported to have testified to prosecutors that after the declaration of martial law, President Yoon personally called him six times and directed the "arrest order for politicians" based on the proclamation number 1.
