President Yoon Suk Yeol arrived at the Constitutional Court in Jae-dong, Jongno District, Seoul, at around 12:47 p.m. on the 23rd. As was the case on the 21st, the vehicle carrying President Yoon immediately entered the underground parking lot of the Constitutional Court and did not reveal itself in front of supporters.
The transport vehicle carrying President Yoon left the main gate of the Seoul Detention Center in Uiwang, Gyeonggi Province, at around 12:23 p.m. As on the previous two days, vehicles from the Presidential Security Service surrounded the transport vehicle for security. With traffic control in place, it took only 24 minutes to move from Uiwang to the Constitutional Court in downtown Seoul.
As President Yoon entered the Constitutional Court, supporters nearby shouted, "Impeachment invalid." However, they could not get close to the Constitutional Court due to police restrictions and watched the transport vehicle near Exit 2 of Anguk Station. Police blocked President Yoon's supporters from approaching within 100 meters of the main gate of the Constitutional Court under the 'Act on Assembly and Demonstration.' Supporters present called out to the police, saying, "Protect the president, not this." The police responded, "If you do this here, it is an unreported illegal assembly. Move to Exit 5."
President Yoon will attend the fourth hearing of the impeachment trial at the Constitutional Court at 2 p.m. this day. This will be the second time President Yoon has attended since the 21st. On this day, former Minister of National Defense Kim Yong-hyun will appear as a witness.
The Free Unification Party, which supports President Yoon, is holding a "National Assembly Against Impeachment" in front of Exit 5 of Anguk Station on Seoul Subway Line 3 starting at 1 p.m. Police reported 3,000 attendees. A poster for the assembly published by the Movement for a Better Korea (Daegukbon) states, "Arrest the coup leader Lee Jae-myung," "Martial law is legal," and "Impeachment is invalid."
Participants in the assembly are waving the Taegeukgi and the U.S. flag while chanting slogans such as "We protect President Yoon Suk Yeol" and "We elected President Yoon Suk Yeol" in time with the sound of drums. Signs read "Lost justification, impeachment invalid" and "Impeachment invalid according to the Constitution."
As on the 21st, police are preparing to prevent any incidents similar to those at the Seoul Western District Court. Police buses have been used to create barriers on both sides of the four-lane road in front of Bukchon-ro near Jae-dong Elementary School. Barriers have also been installed on one lane at each end from the Yulgok-ro Gyeongbokgung Intersection (Dongsipjagak) to the Changdeokgung Intersection.
Approximately 3,500 officers from 54 police mobile units have been deployed to the area. About 200 are stationed near the Constitutional Court. However, unlike on the 21st, the mobile unit members are not seen wearing or preparing helmets.
