President Yoon Suk-yeol arrived at the Constitutional Court in Jongno-gu, Seoul, around 1:11 p.m. on the 21st. Supporters gathered in front of the court shouted, 'Impeachment is invalid.' The police intervened, labeling it an 'unreported illegal assembly.'

President Yoon departed from the Seoul Detention Center in Uiwang, Gyeonggi Province, around 12:48 p.m. that day and arrived at the court in 23 minutes using a police van. The van passed the front gate of the court and immediately entered the underground parking lot, preventing the public from seeing President Yoon. He is scheduled to attend the third hearing of the impeachment trial at the court at 2 p.m.

To prevent a recurrence of the disturbance that occurred early on the 19th at the Seoul Western District Court, the police deployed over 4,000 personnel from 64 special units. Police buses set up barricades around the Constitutional Court. The barricades were installed from the area in front of Jeadong Elementary School on Bukchon-ro to Anguk Station, from Samil-daero to Anguk Station to Unhyeonggung, and from Yulgok-ro at the Angukdong intersection to the Jongno Fire Station. Barricades have also been built on the southern wall of the court's premises to prevent protesters from climbing over.

Police riot control officers wore helmets in anticipation of the protesters engaging in violent actions. The police also prepared riot gear and capsaicin spray devices.

Supporters of President Yoon are gathered near Exit 5 of Anguk Station, about 100 meters from the Constitutional Court. The Liberty Unification Party reported that it would hold a rally at this location from 1 p.m. that day. Protesters calling for President Yoon's resignation shouted slogans such as 'Yoon Suk-yeol be executed,' while President Yoon's supporters cried out 'Lee Jae-myung be executed.' The police established a physical barrier to prevent clashes between the two sides.

Some protesters gathered at Exit 2 of Anguk Station, which is closer to the Constitutional Court. When the police ordered, 'This is an unreported illegal assembly, please move to Exit 5,' the protesters reacted aggressively with insults. A resident living in Bukchon, unable to enter due to police control, pleaded, 'I will show my resident registration card, so please open the way.'
