Kim responded to the question, "Do you acknowledge the charge of obstructing the execution of the warrant?" with, "I performed a legitimate security duty," when he arrived at the Seodaemun Police National Investigation Headquarters around 10:03 a.m. He further stated in response to the question, "What points will you focus on for clarification?" that, "I have nothing to say as a person who has not fulfilled my duties."
Regarding the arming of the security service personnel, he stated, "I have never instructed security personnel to use weapons," but added, "Security personnel always carry weapons." When asked whether the internal divisions within the Security Service occurred during the execution of the second arrest warrant by the police and the High-ranking Officials Criminal Investigation Agency on the 15th, he responded, "There are many points that differ from some facts."
Kim was classified as a "hardliner" who believed that the execution of the arrest warrant against President Yoon should be thwarted using physical force. After the first execution attempt on the 3rd, the police's National Investigation Headquarters Special Investigation Unit requested his appearance three times, but he refused each time, leading to the issuance of the arrest warrant.
The police planned to arrest former Vice Administrator Kim during the execution of the second arrest warrant on the 15th, but did not execute the warrant against Kim at that time due to a request from President Yoon's camp. Kim is reported to have agreed to appear that day after completing the security duties for the arrested President Yoon.
