The Seoul City government announced on the 16th that it will allow food trucks and direct market transactions in parks when cultural and artistic events are held. According to the Urban Parks Act, commercial activities are not permitted in urban parks. The government decided to ease some regulations to boost sales for small businesses.
The city has decided to allow multi-level parks in large-scale maintenance projects involving over 1,000 dwellings. To carry out such maintenance projects, at least 5% of the land area must be designated as flat parks on natural ground. This could lead to a reduction in the area designated for dwellings.
The city also plans to recognize the construction of multi-level parks on artificial ground above buildings, such as cultural facilities and parking lots. In such cases, the lower part of the buildings can be transformed into various citizen convenience facilities. However, parks must be based on the principle of contributed acceptance of land. A city official noted, "We will eliminate regulations to improve people's livelihoods."
