The Corruption Investigation Office for High-ranking Officials (CIO) failed to execute an arrest warrant for President Yoon Suk-yeol on the afternoon of the 3rd, while the Korean Confederation of Trade Unions (KCTU) began an overnight sit-in, stating they would 'open the door to the official residence' in Hannam-dong, Yongsan District, Seoul. Meanwhile, supporters of President Yoon are also holding a large-scale rally nearby.

In a statement that afternoon, the KCTU criticized President Yoon, noting, 'The person who claimed not to evade legal responsibility is now buying time, exploiting legal knowledge to avoid it,' calling the president 'a pitiful figure.' They added, 'The KCTU will not back down until the door to the presidential official residence is opened and Yoon Suk-yeol is arrested.'

The Korean Metal Workers' Union (KMWU) under the KCTU stated, 'Step aside, incompetent investigative authorities who cannot capture Yoon Suk-yeol. The KMWU is going directly to capture him,' and announced their participation in the struggle to arrest Yoon Suk-yeol.

The KCTU is holding an expanded executive meeting near the official residence in Hannam-dong from 3 p.m. until the 4th. From 7 p.m., the KCTU will participate in the 'emergency action demanding the immediate resignation of Yoon Suk-yeol and social reform,' organized by the 'Yoon Suk-yeol Arrest Demand Emergency Action.' After gathering near Hangangjin Station on Seoul Subway Line 6, they will move to join near Hannam Elementary School in front of the official residence. On the 4th, they will continue the workers' and citizens' rally and participate in the 'Yoon Suk-yeol Arrest Demand Emergency Action' at 7 p.m.

Supporters of President Yoon held a rally from early in the morning near the presidential residence, asserting the CIO should not execute the arrest warrant. When news broke around 1:30 p.m. that the joint investigation headquarters, composed of the CIO, police, and the Ministry of National Defense investigation headquarters, suspended the execution of the arrest warrant, Pastor Jeon Gwang-hoon of Sarang Jeil Church took the stage and said, 'We have protected President Yoon,' and questioned, 'Can the CIO initiate a rebellion during the national mourning period?'
