The Corruption Investigation Office for High-ranking Officials was unable to execute an arrest warrant for President Yoon Suk-yeol on the afternoon of the 3rd, while the Korean Confederation of Trade Unions (KCTU) announced that they would "open the doors of the residence" and began a two-day overnight protest in Hannam-dong, Yongsan-gu, Seoul. Nearby, supporters of President Yoon are also holding a large-scale rally.

In a statement on the afternoon of the same day, KCTU criticized President Yoon, noting, "The person who claimed not to evade legal responsibility is exploiting legal knowledge to delay and evade accountability," labeling Yoon as "a contemptible individual." They further stated, "KCTU will not retreat until we open the presidential residence's doors and arrest Yoon Suk-yeol."

The Korean Metal Workers' Union, under KCTU, stated, "The incompetent investigation authorities unable to apprehend Yoon Suk-yeol should step aside. The Metal Workers' Union is heading out directly to apprehend him," declaring a pledge to "undertake the struggle to arrest Yoon Suk-yeol."

From 3 p.m. to the 4th, KCTU is holding an enlarged executive conference near the presidential residence in Hannam-dong. From 7 p.m., they will join the "Emergency Action Urging Yoon Suk-yeol's Immediate Resignation and Social Reform," organized by the group advocating for his arrest. Gathered near Hangangjin Station on Seoul Subway Line 6, they will move to a location near Hannam Elementary School in front of the residence for the event. On the 4th, they will continue with the Workers' and Citizens' Rally and participate in the "Emergency Action Urging Yoon Suk-yeol's Arrest" at 7 p.m.

Supporters of President Yoon held a rally near the residence from early morning, asserting that the Corruption Investigation Office for High-ranking Officials should not execute the arrest warrant. When news broke that the joint investigation team, composed of the Corruption Investigation Office, police, and the Ministry of National Defense’s Investigative Command, halted the execution at around 1:30 p.m., Pastor Jeon Kwang-hoon of the Sarang Jeil Church, on stage, remarked, "We have protected President Yoon," questioning, "Can the Corruption Investigation Office incite rebellion during a national mourning period?"
