Oh Se-hoon, the mayor of Seoul, noted on the 23rd that the political sphere should initiate discussions on constitutional amendments in light of the Dec. 3 martial law declaration situation and the impeachment motion against President Yoon Suk-yeol. This is to address the issue of the current imperial presidential system where power is concentrated in one president.

On this day, Mayor Oh posted on Facebook, writing "from winner-takes-all to a bipartisan governance political system." He said, “We must acknowledge the limitations of the so-called '87 constitutional system that permits the tyranny of a winner-takes-all legislature and an imperial presidential system and turn the crisis into an opportunity.”

Mayor Oh said, "Currently, South Korea is psychologically divided over the impeachment," noting that “politics, which should melt the divided public sentiment like a melting pot, is instead becoming an explosive catalyst for political polarization.” He added, "The very path to sustainable democracy lies in establishing a governance structure that institutionally enables cooperation."
