Police have secured the notebook of Nosangwon, former intelligence commander accused of pre-planning the 'Dec. 3 martial law' situation as a civilian.
The special investigation team of the National Police Agency state investigation headquarters announced on the 20th that they have secured a notebook and other items during the search and seizure of a 'fortune-telling house' in Ansan-si, Gyeonggi, the residence of the former commander. After Nosangwon was dishonorably discharged due to a sexual harassment incident, the former commander set up a fortune-telling business at home and has been working as a fortuneteller.
It is reported that the notebook contained target locations where military units were to be deployed, such as the National Assembly and the National Election Commission, and plans for the deployment of military units during the martial law. On the actual day of the martial law declaration, special operations command, Capital Defense Command, and counterintelligence command were deployed around the National Assembly. At the National Election Commission, the intelligence command, airborne brigade, and others were mobilized.
It has been identified that the former commander met with current and former military officials at a Lotteria near the home on the 1st of this month and again on the 3rd, the day of the martial law. It is known that the meeting was attended by Kim Yonggun, former investigation headquarters chief at the Ministry of National Defense, and Colonel Kim, Vice Administrator at the investigation headquarters of the Ministry of National Defense, among other current and former officers.
Meanwhile, police are identifying and verifying circumstances under which former commanders Nosangwon and Moon planned to seize the National Election Commission and arrest Noh Tae-ak, the chief election commissioner and an incumbent Supreme Court justice.
