The Korean National Police Agency National Investigation Headquarters' special investigation team applied for an arrest warrant on the 17th for Noh Sang-won, former intelligence commander, on charges of rebellion and others.
The special investigation team noted on this day, "It was confirmed that former Commander Noh had preliminary discussions regarding martial law with Kim Yong-hyun, former Minister of the Ministry of National Defense, and related parties from the intelligence command."
The police believe that former Commander Noh met with Moon Sang-ho, the intelligence commander, and two colonels affiliated with the intelligence command at a Lotteria store in Ansan, Gyeonggi-do, on the 1st, two days before President Yoon Seok-youol declared martial law, to pre-plan the martial law.
The police assess that during the meeting, former Commander Noh instructed Moon and others to "prepare as martial law is imminent" and ordered them to secure the Central Election Management Committee (Election Management Committee) server. It is reported that the police have also secured closed-circuit (CC) TV footage of them having a conversation while eating hamburgers.
Former Commander Noh was urgently arrested on the 15th and is currently held in a detention center at Seoul Seobu Police Station. Noh is accused of having pre-discussions regarding martial law with former Minister Kim and others. Noh served as the intelligence commander during the Park Geun-hye administration and is now a civilian.
The Democratic Party of Korea has previously pointed to former Commander Noh as an "unofficial aide" who helped former Minister Kim plan the recent martial law. The police suspect that former Commander Noh, known as a close friend and junior at the Korea Military Academy to former Minister Kim, might have drafted the proclamations.
The pre-arrest suspect questioning (warrant review) for former Commander Noh is scheduled to take place at 3 p.m. on the 18th at the Seoul Central District Court.
