The Ministry of Intellectual Property will pursue the integration of the Korea Invention Promotion Association (KIPA) and the Korea Institute of Intellectual Property (KIIP). The aim is to strengthen the linkage between the establishment and execution of intellectual property policy by consolidating on-site policy implementation functions and policy research and analysis functions into a single institution.
The Ministry of Intellectual Property said on the 11th that it will push a plan to integrate the Korea Invention Promotion Association (KIPA) and the Korea Institute of Intellectual Property (KIIP). The integration is part of the "Plan to promote reform of public institution functions" announced on the 3rd.
Until now, the two institutions have played different roles in the intellectual property field. The Invention Promotion Association has implemented intellectual property-related policies and programs on the ground, including with corporations and in regions, while the Institute of Intellectual Property has handled research and analysis to support policy formulation.
The Ministry of Intellectual Property explained that because the policy execution and research functions were divided by institution, there were limits to quickly reflecting on-site policy needs in new programs or system improvements.
Accordingly, the plan is to integrate the two institutions and build a system that connects the process from policy research and formulation to on-site execution. The ministry also plans to reflect needs identified in the field in policy and program improvements and to enhance the operational efficiency of intellectual property policy services.
The Ministry of Intellectual Property will consult with related institutions, including the Invention Promotion Association and the Institute of Intellectual Property, to draw up a roadmap for the integration and pursue follow-up procedures such as necessary legal revisions.
