The Ministry of Health and Welfare has begun procedures to decide next year's long-term care insurance fee schedule and premium rate. It will review ways to strengthen coverage for care services and improve the treatment of workers such as care workers, while also securing the sustainability of the insurance finances.
The ministry said on the 14th that it formed the 7th Long-Term Care Committee and held the third meeting of the year to discuss the 2027 long-term care insurance fee schedule and financial management direction.
The Long-Term Care Committee is a body that reviews the long-term care insurance premium rate and the costs of home and facility benefits under the Long‑Term Care Insurance Act. The 7th committee was formed with 22 members, including public interest, subscriber, and provider representatives, with First Vice Minister Hyun Soo-yeop of the ministry serving as Chairperson. The term runs from July 2026 to July 2029.
When setting next year's fee schedule, the committee decided to focus on improving the quality of services provided to long-term care beneficiaries and improving the treatment of care workers and other care workforce.
In financial management, it decided to determine the premium rate by comprehensively considering factors such as the increase in beneficiaries, fee schedule increases, and the scale of expenditures due to pilot projects and system improvements. Maintaining an appropriate level of cumulative balance and reserves to ensure the fiscal soundness of long-term care insurance was also presented as a key consideration.
As the number of beneficiaries increases due to aging, the scale of financial expenditure for long-term care insurance is also growing. As of the end of 2025, long-term care insurance revenue was 13.6715 trillion won and expenditure was 13.4323 trillion won.
The ministry plans to make a final decision after discussions by the Long-Term Care Working Committee and the Long-Term Care Committee from October.
