When the same space launch vehicle is repeatedly launched from the same site, it will be possible to apply for launch authorization in a single batch. A "launch safety zone" system will also be introduced around launch facilities.
The Korea AeroSpace Administration said the partial amendment to the Space Development Promotion Act containing these measures is scheduled to be promulgated on the 11th. The amended law will take effect starting Feb. 12 next year.
Under the amended law, if a business operator plans to launch a vehicle with the same specifications from the same launch site two or more times within five years, it may apply to the Korea AeroSpace Administration for batch launch authorization. Until now, even repeated launches of the same vehicle required separate authorization each time.
The safety management system around launch sites will also be strengthened. The head of the Korea AeroSpace Administration may designate the area around launch facilities as a launch safety zone, and installing buildings or offshore structures in that area will require prior consultation. Safety zones are to be designated within the minimum scope necessary for the launch.
Procedures were also revised to allow the Minister of the Ministry of National Defense to authorize space launch vehicles for national security purposes. This is to enable separate responses to launches requiring urgency or security.
Oh Tae-seok, head of the Korea AeroSpace Administration, said, "This amendment to the Space Development Promotion Act establishes an institutional foundation that rationalizes launch procedures while strengthening the safety management system in response to the era of private space launches," adding, "Going forward, the Korea AeroSpace Administration will continue to improve systems to create a safe space development environment that the public can trust."
