The new Vice Minister, born in 1972, graduated from Jeongmun High School in Seoul and received a degree in electrical engineering from Hanyang University. He also earned a master's degree in technology management from the University of Warwick in the United Kingdom and a doctorate in science and technology policy from Hanyang University.
He is considered a policy expert in the Ministry of Science and ICT, having entered public service in 1994 after passing the 30th technical exam, serving as the Director of Future Talent Policy, Spokesperson, and Director of Basic Research Policy, among other positions. Since September 2023, he has been serving as the Deputy Minister for Planning and Coordination, overseeing the ministry's overall planning and coordination functions.
