Seoul city said on the 11th that it held the 2nd main committee meeting of the integrated review for small-scale housing maintenance and approved with revisions the Moa Town initiative management plan for the area around 972 Siheung 3-dong, Geumcheon District, and conditionally approved the project implementation plans for Moa Housing Zones 1–3.
Moa Housing is a small-scale maintenance project in aging low-rise residential areas where large-scale redevelopment is difficult, in which block-level owners pool land to build quality multifamily housing. The Moa Town initiative is an area that systematically manages Moa Housing zones as one, so they function like a single large apartment complex with infrastructure such as roads, parking lots, and parks.
The project that passed is the first pilot site under the Moa Town initiative activation policy, which shortens the project timeline by carrying out the Moa Town initiative management plan and the architectural plan in parallel. From the selection of the Moa Town initiative target site to the integrated review of the project implementation plan, it was completed in 1 year and 6 months, cutting 1 year and 6 months from the standard processing period.
At this site, by easing the number of floors in a Type 2 general residential area, easing floor area ratio (FAR) requirements due to the construction of rental housing, easing FAR requirements due to the installation of maintenance infrastructure, and relaxing height limit standards for buildings, a total of 586 households will be supplied, an increase of 275 from the existing 311.
In addition, by applying a special architectural zone, the three Moa Housing sites linked their architectural plans—such as integrating underground parking installation and jointly planning art decorations—so they function like a single complex, and organically connected the external spaces to establish an integrated complex plan.
The poor pedestrian environment, which had been used without separation between roadway and sidewalk, will also be improved by measures such as widening the road. In addition, shared-use facilities will be created along the street, and street activation will be promoted in connection with the nearby Jungang Steel General Market maintenance project. Plans will also be reviewed to secure safety on the school route to the elementary school on the north side of the target site and to create a site plan that harmonizes with the surrounding terrain.
