Korea Land & Housing Corporation (LH) will deploy 344 people to key dwelling supply sites in the greater Seoul area to speed up compensation in public housing sites. It plans to cut the compensation period for new districts by 20 months, from 44 months to 24 months, and supply dwellings quickly.
LH said on the 2nd that it will carry out an across-the-board overhaul by expanding its organization and workforce and improving procedures so dwellings can break ground early. This is a follow-up step to support the government's Aug. 13 "fast-track public housing site groundbreaking model" presented in its rapid dwelling supply plan.
LH will concentrate experienced staff from headquarters and non-capital regions, new hires recruited in the first half of this year, and professional and experienced contract workers at compensation sites in the greater Seoul area. It will also hire an additional 250 professionals in charge of compensation work within this month. Through this, it plans to wrap up land acquisition for the third new towns, which are in the final relocation stage, and move up compensation procedures for major project sites such as Gwangmyeong-Siheung and Seoul Seoripul.
Headquarters will also establish a "compensation acceleration support task force team (TFT)" composed of compensation experts. The unit will support on-site rapid handling of bottlenecks that slow projects, such as reviews of national and public land and business compensation, administrative delays, and civil complaints.
Through this, LH plans to cut the compensation period from district designation to the start of site development work in new compensation-start districts from 44 months to 24 months. By conducting the baseline survey and appraisal simultaneously, it will shorten the period from the baseline survey to the start of negotiated compensation from 21 months to 9 months, and reduce the period from negotiated compensation to adjudication from 12 months to 9 months. After compensation, the relocation and vacate period will also be shortened by about five months through incentives and penalties.
LH increased the compensation organization in the Gwangmyeong-Siheung district from one team of 21 people to two teams of 41. Gwangmyeong-Siheung, which will house 67,000 households, has been conducting negotiated compensation since July with a target of breaking ground in 2027. One month after compensation began, the contract signing rate based on landowners is about 27%, and the compensation amount is about 2.4 trillion won.
Landowners who actively cooperate with compensation will receive a "cooperation incentive." If they cooperate with the baseline survey, the negotiated contract, and voluntary transfer, incentives are given depending on the timing of the move. The related amendment to the Special Act on Public Dwellings passed the National Assembly's plenary session last month and is scheduled to take effect six months after promulgation. Conversely, if they refuse to deliver land or buildings after receiving compensation, a non-compliance penalty will be imposed.
LH President Lee Seong-hun said, "We have carried out an overall overhaul from an on-site support perspective to raise the speed of compensation work, which is the starting point for dwelling supply and the key stage that determines project pace," and added, "The circumstances are difficult, but please carry a strong sense of responsibility for the weighty task of expanding dwelling supply and do your utmost to the end."
