Seoul city said on the 28th that, marking the fifth year since the introduction of the fast-track integrated planning, it will implement operational improvements to increase resident participation at the outset of planning and support follow-up procedures.
The fast-track integrated planning is a system in which Seoul city presents guidelines at the stage of establishing a redevelopment plan to support swift project promotion.
Previously, the city held resident briefings and information sessions at the final stage of planning, but going forward, a resident participation group will join from the initial on-site inspections. The participation group will share local issues and resident opinions and discuss the planning direction together.
Even after planning, the city will strengthen management of follow-up procedures to support an early start of construction. By expanding the participation of integrated review committee members in the fast-track integrated planning advisory meetings, the city will review major issues expected in future integrated reviews from the planning stage and, through this, raise the completeness and predictability of the plans.
Before applying for an integrated review, prior consultation with the department in charge of the fast-track integrated planning will be mandatory, and the planner or planning advisory member who directly took part in the integrated review planning will participate to explain the purpose and content directly. The city will support project promotion with the goal of passing the integrated review—which conducts multiple review procedures at once—on the first attempt.
Kim Chang-gyu, head of the Urban Space Headquarters at Seoul city, said, "We will create plans together with residents from the outset of planning and continue to support even the follow-up procedures after planning so that we can raise both the completeness of the plans and the speed of the projects."
