Seoul Mayor Oh Se-hoon said on the 26th that he confirmed the Ministry of Land, Infrastructure and Transport was proactively reviewing the city's request to ease the redevelopment floor area ratio by up to 1.2 times.
Oh met with reporters after a meeting with Minister Kim Yun-duk of the Ministry of Land, Infrastructure and Transport (MOLIT) on the morning of the same day and said, calling it the most effective part of the negotiations between the Seoul Metropolitan Government and MOLIT and a very desirable direction that could lead to visible results within this administration.
The Seoul Metropolitan Government previously asked the government to raise the floor area ratio for redevelopment and reconstruction projects by up to 1.2 times. On the 5th, Oh met with Presidential Policy Chief Kim Yong-beom and delivered the "second maintenance project report" containing this plan.
Oh said the easing of floor area ratio regulations could be expected to add supply of 43,000 dwellings. Oh said, If the floor area ratio is raised, the net increase in units will grow compared with before, adding, Through maintenance projects, we can increase by 87,000 households by 2031, and if 43,000 dwellings are added, the net increase will rise to 130,000.
He added, This is more than the total number of households mentioned in discussions such as "let's build (dwellings) in Yongsan Park, let's build in the Tancheon Water Reclamation Center," and said, The condition of additionally securing rental dwellings is a matter that can be negotiated between the two sides.
Oh said he conveyed to the Minister a plan to conceive a youth complex at the Tancheon Water Reclamation Center instead of Yongsan Park. The city's plan is to create a youth specialized industrial complex for the southeastern region that combines dwellings and research and development (R&D) facilities on the site after the transfer of the Tancheon Water Reclamation Center.
Oh said, The eligibility study for the transfer of the Tancheon Water Reclamation Center is underway with a goal of the end of this year, adding, Expense is the concern, but if we raise 5.5 trillion won in funding by selling nearby land owned by the Seoul Metropolitan Government, we can build a youth dwelling complex. He said, I briefed Minister Kim on this plan today and was told it would be reviewed.
Oh said he again emphasized his opposition to supplying dwellings within Yongsan Park during this meeting. He said, I stressed that Yongsan Park must be protected, and regarding the dwelling supply plan, Although we did not reach a conclusion today either, views are converging in several areas, so it is hopeful. He added, If we meet again around next week, we could reach a package agreement on key pending issues.
