Seoul city prepared a comprehensive plan to speed up the Moa Housing and Moa Town redevelopment projects for aging low-rise residential areas.
Seoul city said on the 23rd that it has established the "Moa Town initiative fast-track integrated plan," and will intensively manage progress in the zones now underway to break ground on construction for 14,000 homes by 2028 and a total of 40,000 homes by 2031.
To this end, the city and the relevant district offices will hold a regular monthly "rapid groundbreaking progress meeting" to check zone-by-zone progress. The head of Moa Housing at the Seoul city government and a Director General-level official from the district office will be designated as progress-promotion officers to provide close oversight. In addition, for areas where the project is delayed due to disagreements among residents or construction cost issues, a support team of experts will be sent to the site to provide conflict mediation and consulting.
For new zones, the city will introduce the "Moa integrated planning," which advances the management plan and union establishment in parallel. Residents, local governments, advisory members, and the Seoul Housing and Urban Development Corporation (SH) will build a cooperative framework to lead the planning, with the goal of shortening the time to first shovel from the current six years to about four years and six months. Seoul city plans to newly identify 100 target areas for this planning by 2030 to build the supply base for a total of 120,000 homes.
To reduce friction at project sites and enhance transparency, the city will update the standard articles of association and construction contract criteria, and will also establish housing measures for tenants and a construction cost verification system. It will hold resident briefings to prevent early confusion, and regions with outstanding results will be selected as best-practice cases to share know-how.
The city selected the Moa Towns in Gwangjin District Konkuk University area, Geumcheon District Seoksu Station area, and Gwanak District Nangok-dong as the first exemplary Moa Towns.
