The Seoul city government newly designated three aging residential areas in Guui-dong, Gwangjin District; Singil-dong, Yeongdeungpo District; and Galhyeon-dong, Eunpyeong District, as redevelopment candidates. It is also pushing a plan to shorten the usual 18-year redevelopment timeline to 12 years.
The Seoul city government said on the 30th that on the 29th it held the "2026 third rapid integrated planning housing redevelopment candidate selection committee" and selected three areas—around 32 Guui-dong, Gwangjin District (29,780㎡), around 113-5 Singil-dong, Yeongdeungpo District (31,677㎡), and around 510-1 Galhyeon-dong, Eunpyeong District (129,814㎡)—as rapid integrated planning (zip-tong planning) housing redevelopment candidates.
In the newly designated area around 32 Guui-dong, the project consent rate is 73%, showing strong resident willingness to pursue redevelopment. It has excellent regional transport access with Seoul Subway Line 5 Achasan Station and Cheonho-daero nearby.
The area around 113-5 Singil-dong has 81% building obsolescence, making residential environment improvements necessary. The Seoul city government plans to link existing nearby redevelopment candidate sites and infrastructure such as roads to boost the effectiveness of the improvements.
In the area around 510-1 Galhyeon-dong, the city plans to secure infrastructure and local living social overhead capital (SOC) in connection with the Yeonshinnae living-area plan.
The Seoul city government will apply "rapid integrated planning 2.0" to the three sites. By streamlining permitting procedures, it plans to shorten the usual 18 years and 6 months redevelopment period to 12 years and supply dwellings earlier.
It will immediately provide subsidies for establishing the maintenance plan, launch rapid integrated planning and maintenance plan service contracts in the second half, and complete the designation of maintenance zones within two years. However, some conditionally selected areas must submit proof of fulfilling conditions and remedial results to receive subsidies.
During the process of establishing the maintenance plan, the city will apply project feasibility supplementation systems—such as the business feasibility adjustment coefficient, current floor area ratio, and three-dimensional parks—under the "2030 basic plan for urban and residential environment maintenance."
Meanwhile, to prevent equity splitting in the newly selected redevelopment candidate sites, the Seoul city government announced the base date for rights calculation. It will also impose building permit restrictions under the Building Act. The base date for rights calculation is July 1 for Guui-dong and Galhyeon-dong, and Apr. 24 for Singil-dong.
