Korea Land & Housing Corporation (LH) said on the 30th that it began the process to place an order for survey and design services at the same time it was selected as the (preliminary) project operator for the Honam-region advanced semiconductor national industrial complex.
Earlier, on the 29th, the Ministry of Land, Infrastructure and Transport selected the Gwangju military airport site as a candidate location for the Honam-region advanced semiconductor national industrial complex, and then on the 30th selected LH as the (preliminary) project operator.
Accordingly, on the day LH was selected as the (preliminary) project operator, it began procedures to place an order for survey and design services. Starting with a prior specification notice on the 30th, the process will proceed with a bid announcement in early Aug., a first review in mid-Aug., a second review in early Sept. (for qualified bidders), and the final successful bidder selection in late Sept., with plans to start design work in the first week of Oct.
Because this is one of the government's core national agenda items, the "three mega projects," LH plans to cut the time typically required for bidding on survey and design services (about 107 days) by nearly half (58 days) and complete the procedures quickly. In addition, it will conduct consultations with relevant agencies in parallel and move up follow-up steps as much as possible.
The Honam-region advanced semiconductor national industrial complex will be developed over about 8.26 million square meters (about 2.5 million pyeong) around the Gwangju military airport site in Gwangsan-gu, Jeonnam-Gwangju Integrated Special City. With large-scale investments by Samsung Electronics and SK hynix, it is expected to be built as a second semiconductor production base after the Seoul metropolitan area.
In particular, because most of the Gwangju military airport site is state-owned land held by the Ministry of National Defense, the site can be secured in a short period, which is expected to speed up follow-up procedures such as compensation.
In addition, LH is increasing the pace of the project with the goal of early completion of the Yongin Semiconductor National Industrial Complex. On the 16th, it completed the priority order placement for Section 1 of the Yongin Semiconductor National Industrial Complex, and it plans to accelerate the project by carrying out essential preliminary procedures in parallel—such as cultural heritage surveys and relocation services for legally protected species—simultaneously with the compensation process.
