The Seoul city government said on the 29th that it finalized the expedited integrated plan for a housing-redevelopment project in the area of 359-1 Bulgwang-dong, Eunpyeong District.
The site is an aging low-rise residential area located between Yeonsinnae Station and Eunpyeong New Town, and under this plan it is set to be redeveloped into a residential complex with a maximum of 29 stories and about 3,100 households.
The Seoul city government finalized the expedited integrated plan seven months after initiation, reflecting improvements to the traffic system and pedestrian environment linked to surrounding development, complex layout considering the hilly terrain, provision of open public spaces, and a landscape plan.
Tongilro and Yeonseo-ro will be widened in some sections in view of future traffic demand, and the east–west connecting road and north–south road will be improved to enhance vehicle and pedestrian circulation. Five vehicle entrances are planned for the complex.
By using terrain level differences of up to 40 meters, terrace houses will be arranged, and parking lots and community facilities for residents will be laid out efficiently. Elevators and gentle ramps for pedestrians with mobility difficulties will also be installed.
A children's park will be created at the center of the complex adjacent to schools, and the existing Bulgwang 2-dong Children's Park will be expanded. Two public pedestrian passages connecting Yeongwang Elementary School and Yeonsin Middle School will be newly established, and neighborhood living facilities and community facilities for residents will be arranged along Tongilro and Yeonseo-ro.
In consideration of sunlight for the schools, the sections adjacent to Yeongwang Elementary School and Yeonsin Middle School are planned to be 15 stories or lower, and an open arrangement and a varied skyline with a maximum of 29 stories were applied to secure views of Bukhansan Mountain.
The Seoul city government enhanced project feasibility by applying up to a two-step upgrade of zoning districts and a business feasibility adjustment coefficient. For some sections of Tongilro 88-gil, a three-dimensional road is planned to enable integrated development of the complex and to create an integrated parking lot.
The Seoul city government has completed plans for 194 out of 309 sites subject to the expedited integrated plan, including the area around 359-1 Bulgwang-dong.
Kim Chang-gyu, head of the Urban Space Headquarters at the Seoul city government, said, "We will support follow-up procedures, such as designating the redevelopment zone, so the project can proceed without a hitch."
