The Seoul city government said on the 15th it will hold a call for proposals for the "first-half 2026 solicitation-type private investment project (public-private partnership project)" for Site 4 of the former Seongdong Detention Center special planning zone.
The site for the call is Site 4 of the former Seongdong Detention Center special planning zone in 162 Garak-dong, Songpa District. After the transfer of the Seongdong Detention Center, phased development has been underway into a residential, office, and culture mixed-use town, and private investment procedures are also underway for the adjacent culture and sports complex facility (Special Planning Zone 5).
This call seeks to create social infrastructure by combining private-sector creativity and investment with underused city-owned land, and because the land secured through public contributions is designated for youth, at least 30% of the total floor area must be secured for a "youth culture center."
In addition to required facilities, private operators may propose ancillary and supplementary facilities suited to the project's purpose. For the youth culture center, proposals may include youth activity facilities such as an indoor assembly hall and a training activity hall, as well as e-sports facilities.
The Seoul city government plans to create pedestrian-focused spaces and public pedestrian passages to link the site with nearby performance halls and apartment complexes, and to promote activation of street-level uses on lower floors.
The call guidelines will be released on the 16th through the Seoul design competition website, and on the 21st an information session will be held to explain detailed guidelines and introduce future target sites for calls.
The Seoul city government plans to select outstanding proposers in October after the call. Selected outstanding proposers, after consultations with the city and fleshing out their business plans, will be granted the status of initial proposer under the Private Investment Act.
