The Seoul city government said on the 8th that, in connection with the omission of rebar in section 3 of the underground space complex development at Yeongdong-daero, Samsung Station on the GTX-A line, it properly notified Korea National Railway in accordance with the official reporting procedure set by the Ministry of Land, Infrastructure and Transport.
According to the Seoul city government, in January 2023 the Ministry of Land, Infrastructure and Transport established a progress management reporting system through an official document titled "Results of the review meeting on the construction schedule for the GTX Samsung Station Yeongdong-daero complex development," under which the city submits monthly construction project management reports to Korea National Railway, and the rail corporation shares them with the ministry.
Accordingly, after being informed by the contractor and the construction supervision team in November last year of the rebar omission, the Seoul city government submitted monthly construction project management reports to Korea National Railway a total of six times from November of the same year through April this year, including details on the omitted rebar and plans to reinforce the columns.
The Seoul city government said it has been submitting construction project management reports to Korea National Railway since February 2023; from November last year to January this year, the reports included matters related to the rebar omission, and for the following three months they included information on reinforcement work and safety measures.
It also said Korea National Railway did not request supplementation or any additional reports from the Seoul city government after receiving the reports.
The Seoul city government said, "The delay in reporting to the Ministry of Land, Infrastructure and Transport was not due to an omission by the city, but because the procedure for Korea National Railway to review the submitted reports and share them with the ministry was not carried out in a timely manner."
