The Seoul city government decided to impose demerit points on the contractor that omitted rebar during underground construction at Samsung Station on the Great Train Express (GTX)-A line.
According to the Seoul city government and others on the 12th, the city notified that it plans to impose 2.316 demerit points on Hyundai Engineering & Construction on the 6th, and 0.210–0.716 points on other builders. It also said it would impose 4 demerit points each on subcontractors, construction engineers, and on-site agents of subcontractors.
Under the Enforcement Decree of the Construction Technology Promotion Act, demerit points are imposed if a main structural component is built differently from the design, necessitating repair or reinforcement, or if grounds arise after construction to change the design of a main structural component.
The city will accept objections through the end of this month and, if submitted, will finalize the total demerit points through a review committee composed of outside members. Once the demerit points are finalized, Hyundai Engineering & Construction and others will face disadvantages in bidding for public projects. If demerit points accumulate, restrictions on pre-sales and participation limits in public procurement bidding may also be possible.
