Seoul Housing and Urban Development Corporation said on the 1st it completed system improvements to enhance transparency and fairness in the purchase procedures for the purchased rental housing program. The improved system has been applied starting with the "2026 first new construction commitment purchased rental housing purchase notice," announced on May 15.
The main points of the improvement are: ▲ strengthening transparency and fairness in purchase procedures ▲ creating stable business conditions ▲ laying the groundwork for demand-tailored supply.
To enhance transparency and fairness in the purchase procedures, Seoul Housing and Urban Development Corporation overhauled the review system to clarify stage-by-stage evaluation criteria. It scrapped the qualitative comprehensive review and introduced a "three-stage cutoff review" that evaluates suitability at each stage, and it also disclosed the three-stage suitability evaluation form.
To increase the independence of the purchase deliberations, all evaluation Commissioners will be external members, and the pool of deliberation Commissioners has been expanded. The seller directly draws lots to select the deliberation Commissioners, and "SH Integrity Ombudsman" attends the deliberation process to ensure objectivity.
In addition, to support businesses, starting in the fourth quarter of this year, the "HUG urban housing special guarantee loan" system will be introduced, and the scope of pre-consulting trades will be expanded from construction to include electrical and mechanical. Regular roundtables will also be held to strengthen communication with project stakeholders.
A new evaluation form that reflects the characteristics by dwelling type and the housing supply status and demand by district has been established to assess locations and living convenience tailored to user characteristics. External experts (architects) will evaluate the architectural plan, and a "standard floor plan for non-apartment purchased rental housing" will be developed to promote improvements in housing quality.
