A Knowledge Industry Complex could be built as early as 2029 on the long-neglected Seoul Remicon site in Bangbae-dong, Seocho District, Seoul.
The Seoul city government said on the 28th that it convened the 9th Joint Urban and Architecture Committee on the 27th and approved with amendments the "Decision on the Detailed Development Plan for the Seoul Remicon Site District Unit Planning Area and Special Planning Zone" for lots around San 127-1, Bangbae-dong, Seocho District.
The site had operated as a quarry and ready-mix concrete plant. After the urban planning facility decision for the Gangnam Circular Urban Expressway in 2002 and the expropriation of most factory land in 2011, the remaining site had been left idle.
The city set a plan to change the land-use zoning from a natural green area to a quasi-residential area and to foster it as a job hub for research and development (R&D) and venture startups near where people work and live. The site is slated to be developed as a mixed complex with a 19-story Knowledge Industry Complex, public rental office facilities, and neighborhood living facilities.
Public contributions total about 29.8 billion won. Public facilities will include an urban planning road and public rental office facilities to attract leading artificial intelligence (AI) companies.
A 20-story mixed office-retail complex will be built near Nonhyeon Station in Seocho District. The site lies along Gangnam-daero near Nonhyeon Station, where Subway Line 7 and the Shinbundang Line intersect, and will feature an 8-story basement to 20 stories above ground with a total floor area of about 44,982 square meters for a mixed office and retail complex. A 465-square-meter urban rest area will be created at the front of the site.
A district unit plan overhaul will be pursued for the Jongno 4-ga and 5-ga area to revitalize Gwangjang Market and the Jongno 5-ga pharmacy street. The city will designate performance halls, exhibition halls, and pharmaceutical retailers as strategic uses, raise the base floor area ratio from the current 400% to 600%, and allow up to 660%.
The district unit plan for the Seogye-dong area behind Seoul Station was also revised. Reflecting station area revitalization and changing development conditions around it, the city adjusted the special planning zone and created a new potential special planning zone. To boost commercial activity, the height limits along Cheongpa-ro and Manrijae-ro will be eased to a maximum of 100 to 120 meters, and incentives will be granted when introducing uses such as exhibition halls and tourist accommodation facilities.
