The Seoul Remodeling Housing Cooperative Council said on the 12th that unnecessary regulations that exist only in Seoul should be lifted.
In a statement that day titled "Listen to the real voices of 120,000 Seoul remodeling households for candidate Oh Se-hoon," the council said, "Seoul has various remodeling regulations that do not exist in other local governments," adding, "The pre-consultation system, in particular, was implemented with the aim of expediting permitting by introducing integrated review, but in the field it actually caused project delays." The system allows the Seoul Urban and Architectural Joint Committee to review project plans in advance before architectural review for complexes pursuing remodeling, shortening the permitting period.
The council said, "Integrated review for remodeling is not being applied in Seoul alone," and added, "Some cooperatives were tied up in the pre-consultation process for nearly two years, during which members' burdens grew and project credibility also fell significantly."
On the second safety inspection for remodeling complexes, it said, "Because it is conducted after relocation, there are cases where construction cannot start for several months to more than a year, increasing members' burdens and anxiety," adding, "Although safety is cited as the reason, Seoul's remodeling complexes undergo a first safety inspection selected by the local government or conducted by an agency under the Ministry of Land, Infrastructure and Transport, as well as first and second safety reviews. It is clear that, on safety issues, they go through procedures that are far more stringent than other redevelopment projects."
