The Seoul city government said on the 6th it finalized a rapid integrated planning redevelopment for lot No. 791 in Mia-dong, Gangbuk District. Under the plan, the 25,215.4-square-meter site will see up to 23 stories and 525 households built.
The area decided in 1973 to pursue self-led redevelopment under the Temporary Act on the Promotion of Dwelling Improvement. In self-led redevelopment, local governments expand infrastructure such as water and sewer systems and roads, and residents themselves newly construct or improve dwellings.
The area completed designation as a dwelling improvement redevelopment zone in 1975, a project plan decision in 1978, and approval of a land readjustment-style management and disposition plan in 1995. Due to activity restrictions over 50 years, no development other than self-led redevelopment could take place. Some dwellings were improved by residents themselves, but residents with insufficient financial capacity could not continue the improvement projects. During that time, the residential environment deteriorated due to reasons such as aging buildings and narrow alleys where vehicle passage is difficult.
The Seoul city government will build a green network encompassing surrounding areas and create land that conforms to the terrain. It will form an internal green axis by linking parks and public spaces.
It guided station-area pedestrian flows toward the center of the apartment complex and also established a pedestrian-oriented circulation system linked to the station area. It arranged community facilities and parking lots on sloped areas within the complex. It also planned an entrance linked to Samyangsageori Station.
The plan designates a scenic pedestrian street for views of Bukhansan Mountain, a safe everyday street for school routes, and a commercial vitality street linked to the Dongbuk Market. It will also form everyday streets around the school route leading to Samyang Elementary School and arrange open community facilities.
The Seoul city government increased project feasibility by applying height relaxations in the height control district (average 45 meters) and the profitability adjustment coefficient (2.0) under the 2030 Seoul Urban and Residential Environment Maintenance Master Plan.
The Seoul city government and Gangbuk District plan to support follow-up procedures, from initiating and announcing the maintenance plan to approving the establishment of the association, to speed up the project.
