The Cabinet on the 14th approved a revision to the enforcement decree of the Special Act on Maintenance and Support for Aging Planned Cities, which eases regulations on maintenance projects for aging planned cities, including the first-phase new towns.

The revision allows relaxation or exemption of the redevelopment safety diagnosis for special maintenance scheduled zones that, unavoidably, consist of only one dwelling complex—such as when there is no adjacent aging dwelling complex or when all adjacent dwelling complexes are already pursuing maintenance—if certain conditions are met.

Previously, relaxation or exemption of the redevelopment safety diagnosis was allowed only when multiple dwelling complexes within a special maintenance zone were integrated for joint redevelopment, making it difficult for a single complex to swiftly decide to launch a maintenance project.

With the enforcement decree revised, conditions are in place for the swift promotion of projects for single complexes, and guidance to maintain standalone complexes together with infrastructure is expected to contribute to improving urban functions and residential environments.

In addition, when establishing a special maintenance plan for aging planned cities, the calculation of shared contributions will be simplified from individual estimates to type-based estimates. Previously, calculations were made for each individual owner of land and other assets, but going forward they will be made by type, such as by complex, exclusive area, and building type.

Yoon Young-jung, the Ministry of Land, Infrastructure and Transport (MOLIT) housing maintenance policy director, said, "This enforcement decree revision is intended to revitalize maintenance projects for aging planned cities and ease the burden on residents," adding, "We will continue to actively support maintenance projects in aging planned cities, including the first-phase new towns, so they can proceed swiftly and without setbacks."
