Leisure and cultural facilities for citizens, including a performance hall and a rooftop garden, will be built at the Hyundai Motor Group Global Business Complex (GBC) in Samseong-dong, Gangnam District, Seoul.
The Seoul city government said on the 9th that on the 8th it approved with amendments at the 6th Urban and Architecture Joint Committee meeting the "International Exchange Complex District Unit Plan and Detailed Development Plan Change for the Special Planning Zone at the Hyundai Motor site."
The amendment reflects additional negotiations between the Seoul city government and Hyundai Motor. Key points include creating recommended uses following the abolition of certain designated uses, changes to floor area ratio, height plans, and public contribution plans.
Accordingly, in addition to office, tourist accommodation, and retail facilities, cultural and leisure facilities for citizens such as an experiential science museum (exhibition hall), a performance hall, a rooftop garden in the lower floors, and an observation space in the upper floors will be created. A pedestrian axis linking the International Exchange Complex east to west, an urban forest in the center of the site, and an underground passage connecting to the Yeongdong-daero integrated transfer center will also be installed.
The total public contribution is 1.9827 trillion won (as of May 2016). The money is being used for core facilities in the International Exchange Complex, including the integrated underground development of the Yeongdong-daero space and the Jamsil Main Stadium remodeling; road projects to ease traffic congestion in the surrounding area; and creating waterfront spaces along the Han River and Tancheon.
With the district unit plan review completed, the city plans to proceed with steps such as signing a public contribution implementation agreement, conducting various impact assessments, and reviewing architectural changes, aiming for completion by the end of 2031.
Kim Chang-gyu, head of the Seoul Metropolitan Government's Balanced Development Headquarters, said, "With the decision on the district unit plan for the Hyundai Motor site confirming the development plan, full-scale development of a global landmark will begin," adding, "We will create a 'global business and cultural hub' that brings together a global business base, cultural and leisure spaces, and green areas, to raise Seoul's urban competitiveness by a notch and establish a new model for future urban growth."
