A preliminary blueprint has been released for the redevelopment of Wolgye Siyeong Apartments (Miseong, Miryung, Samho Phase 3, hereafter Mimisam) in Nowon District, Seoul, the largest reconstruction project in northern Seoul. The draft plan envisions high-density development into a mega complex with 6,103 households and up to 50 stories. Adding the nearby 3,032-household mega complex "Seoul One IPARK," slated for move-in in July 2028, the area is expected to transform into a mini new town of 10,000 households.
According to the redevelopment industry on the 29th, the Nowon District chief of Seoul on the 26th announced the public inspection of the "designation of the Wolgye Siyeong Apartments reconstruction project district and establishment of a redevelopment plan (draft)." The public inspection and comment period runs from the 30th to May 6, after which a resident briefing will be held, followed by hearing the views of the local council and a review by the Urban Planning Committee, before the district is designated and publicly notified.
Mimisam is a large-scale complex built in June 1986 with 3,930 households across buildings up to 14 stories. Under the draft plan, 27,386㎡ (11% of the total area) within Type 3 general residential zones will be upzoned to quasi-residential. When usage changes from Type 3 general residential to quasi-residential, the floor area ratio increases from 300% to 500%. Accordingly, residential-commercial complexes (mixed-use) up to 50 stories are slated for the quasi-residential area. The apartments will be created as a mega complex with buildings up to 40 stories.
A key feature is that 90.3% of all households are small to mid-sized units of 84㎡ or less in exclusive area. Ultra-small units in the 10-pyeong range account for 22%. By size, there are 672 households (11%) at 39.98㎡ exclusive, 685 households (11.2%) at 49.98㎡, 1,654 households (27%) at 59.98㎡, 806 households (13.2%) at 74.98㎡, 1,692 households (27.7%) at 84.98㎡, and 594 households (9.7%) at 99.98㎡. Public sale and rental dwellings total 904 households. Song Seung-hyun, head of Urban and Economy, said, "As the number of small units increases, presale supply also rises," and added, "While presale volumes above 1,000 households are generally sufficient for project feasibility, if the project is delayed and the housing market deteriorates, the burden of additional contributions could grow."
Reconstruction projects at nearby apartments are also gathering pace. "Samho Phase 4" in Wolgye-dong, which adjoins Mimisam, also posted a notice the same day for public inspection on district designation and plan establishment. Under the draft plan, the complex will be transformed into a mega complex with up to 41 stories and 1,239 households.
These complexes' reconstruction is drawing attention because there are significant development catalysts nearby. Across from Mimisam and Samho Phase 4 is Seoul One IPARK, scheduled for move-in in July 2028. Seoul One IPARK is part of the "Seoul One Project," which develops the logistics site at Gwangwoon University Station. HDC Hyundai Development Company is pushing a large-scale mixed-use development around the Gwangwoon University Station transit area, including a mega apartment complex, a 5-star hotel, a mixed-use shopping mall, and offices. News of the Metropolitan Express Railway (GTX)-C line opening is also having an impact. The GTX-C line is an 86.5-kilometer metropolitan express railway connecting Deokjeong in Yangju, Gyeonggi Province, to Suwon and Sangnoksu Stations, with groundbreaking targeted for this year.
