The lower floors will house cultural and assembly facilities, such as a gallery where citizens and tenants can enjoy cultural activities in daily life, along with neighborhood living facilities.

The building will feature a "sky garden" that connects circulation vertically from the first floor above ground to the rooftop on the top floor.
