The Seoul city government newly designated six candidate zones for the rapid integrated planning dwellings redevelopment as land transaction permit zones. The move is intended to block speculative land transaction at the moment of candidate selection and to secure transparency in the maintenance project.
Seoul said on the 5th that it designated the rapid integrated planning redevelopment candidate sites, selected through the third urban planning committee and the candidate site selection committee on the 4th, as land transaction permit zones. The target sites are one in Gwangjin District, two in Guro District, one in Seodaemun District, and two in Eunpyeong District, and the designation period runs from the 17th to April 3, 2027. The total area is 0.48 ㎢.
In addition, a total of 40 existing sites—15 public redevelopment sites and 25 rapid integrated redevelopment sites—whose land permit zone designation period is set to expire were reassigned through April 3, 2027. Among them, the area around 306, Sillim-dong, Gwanak District, a rapid integrated planning redevelopment zone, had its land permit zone adjusted (40,437㎡ → 42,836㎡) to include land incorporated as the zone boundary changed.
Along with this, one existing rapid integrated planning redevelopment site had its land permit zone boundary adjusted to match the project zone decision boundary. The target is the area around 444-12, Hapjeong-dong, Mapo District, and the zone area increased from 40,753㎡ to 42,801㎡. The permitted area and designation period for this zone remain the same as before. The Seoul city government plans to review the need for reassignment before Jan. 28, 2027, when the designation period expires.
When designated as a land permit zone, transfers and establishment contracts for ownership or superficies for land equity exceeding 6㎡ in residential areas and 15㎡ in commercial areas require approval from the head of the competent district office.
Choi Jin-seok, head of Seoul's Housing Bureau, said, "Seoul operates land transaction permit zones with the soundness and transparency of the real estate market as the top priorities," adding, "We will continue policy efforts so that stable, end-user-centered dwellings supply can proceed in tandem with the smooth promotion of maintenance projects."
