Seoul City said on the 25th it selected six sites in total—Gaebong-dong in Guro-gu, Bulgwang-dong in Eunpyeong-gu, Okcheon-dong in Seodaemun-gu, and Guui-dong in Gwangjin-gu—as candidates for the fast-track integrated planning redevelopment program.
The city held the "2026 first dwellings redevelopment candidate selection committee" on the 23rd and selected areas including 66-15 Gaebong-dong and 792-3 Guro-dong in Guro-gu, 442 and 445 Bulgwang-dong in Eunpyeong-gu, 123-2 Okcheon-dong in Seodaemun-gu, and around 46 Guui-dong in Gwangjin-gu as candidates for the fast-track planning.
With this additional selection, the number of candidates for the fast-track integrated planning has increased to 154.
The city will apply "fast-track integrated planning 2.0" to the selected candidate sites to streamline permitting procedures and strengthen process management, shortening the project period from 18.5 years to 12 years. It will also provide subsidies for establishing the maintenance plan. The goal is to complete the designation of maintenance zones—which normally took five years—within two years.
During the process of establishing the maintenance plan, the city also plans to secure project feasibility by applying incentives such as the business feasibility adjustment coefficient, existing floor area ratio, and three-dimensional parks.
It will also implement anti-speculation measures to block the inflow of speculative forces during redevelopment. To curb speculative acts such as equity splitting, it will publicly notify a base date for calculating rights for each candidate site and impose restrictions on building permits under the Building Act.
