With the bidding for selecting a builder for the Seongsu Strategic Maintenance Zone District 4 dwellings redevelopment maintenance project declared a failure just one day after the deadline, Lotte Engineering & Construction again emphasized its intention to participate.
Lotte Engineering & Construction said in a statement on the 11th, "We are putting the stable promotion of District 4 in Seongsu and the maximization of union members' interests first," adding, "We prepared the best terms and completed the detailed bid proposal."
It added, "The project was halted because the bid did not proceed due to issues that arose during the bidding process of participating companies," and "Lotte Engineering & Construction promises to continue to approach the project with unwavering principles and a prepared stance."
On the 9th, the Seongsu District 4 union closed the bidding to select a builder. Daewoo Engineering & Construction and Lotte Engineering & Construction participated in this bid. However, the union notified on the next day, the 10th, that the bid was declared unsuccessful on the grounds that a particular bidder did not submit drawings in certain areas, and issued a notice for a second round of bidding. The union's position is that Daewoo Engineering & Construction failed to submit detailed drawings in the areas of "earth-retaining, electricity, communications, structure, landscaping, firefighting, mechanical, and ancillary civil works," which caused the problem.
After the second bidding notice was issued, Daewoo Engineering & Construction said, "The union's declaration of failure this time ignores legal procedures, relevant regulations, and precedents," adding, "We express serious concern that the current situation could allow the bidding to proceed in a way that favors a particular construction company, and we are carefully reviewing the procedural validity in accordance with relevant laws and precedents."
Lotte Engineering & Construction said, "We strictly complied with the union's bidding participation guide and relevant laws and submitted all documents perfectly," adding, "We will lead the project swiftly and accurately with perfect terms, strictly aligning with the direction and schedule pursued by the union."
On publicity as well, it said, "The Seongsu District 4 union operates a 'public publicity system,' and participating bidders must conduct publicity in accordance with the union's guidelines." It added, "We regret missing the opportunity to explain to union members the business terms and designs we prepared with sincerity, and we find it unfortunate that we must prepare for bidding again."
The District 4 Seongsu redevelopment is a project to build 1,439 households and ancillary welfare facilities in buildings from six floors underground to 64 floors above ground in Seongsu 2-ga 1-dong, Seongdong District, Seoul. The construction cost amounts to 1.3628 trillion won.
