The government has approved for the first time the district plans for public housing districts in five locations, including Uiwang, Gunpo, Ansan and Hwaseong in Gyeonggi Province, and Namdong District in Incheon. It also designated Guri and Osan in Gyeonggi Province as public housing districts. Through this, a total supply of 133,000 dwellings is expected. Of these, 40,000 are public rental dwellings and 34,000 are public sale dwellings.
The Ministry of Land, Infrastructure and Transport on the 31st approved for the first time the district plans for five locations—Uiwang, Gunpo, Ansan, Hwaseong, and Namdong District in Incheon—covering 10.69 million square meters, for a total of 78,000 dwellings in public housing districts. It designated two locations, Guri and Osan, totaling 7.06 million square meters, as public housing districts. The total is 55,000 dwellings. This concretized a supply plan for 133,015 dwellings.
◇ First approval of district plans for the 3rd new town Uiwang-Gunpo-Ansan district, etc.
The Uiwang-Gunpo-Ansan district, whose district plan was approved for the first time, is a 3rd new town announced in Feb. 2021. On an area of 5.97 million square meters, 41,518 dwellings in total (including 14,565 public rental dwellings and 9,166 public sale dwellings) will be supplied. It will create 1.63 million square meters of parks and green space—seven times the size of Yeouido Park—and 660,000 square meters of large-scale job space (11.0% of the total area).
In particular, Uiwang Station, a stop for the GTX-C (planned) and Line No. 1, is adjacent to the east side of the district, and Banwol Station (Line No. 4) is located on the west side, making public transit convenient.
The Hwaseong Bongdam 3 district will supply 18,270 dwellings on an area of 2.29 million square meters (including 6,978 public rental and 3,446 public sale). It will create 660,000 square meters of parks and green space, about three times the size of Yeouido Park, and 190,000 square meters of self-sufficient land around a new station on the Suin-Bundang Line within the district. With the planned new Bongdam Station (tentative name) on the Suin-Bundang Line in the district, access to Suwon Station will be possible within 8 minutes. Major arterial roads such as the Pyeongtaek–Paju Expressway and the Bibong–Maesong urban expressway are nearby, providing excellent access to Seoul and the greater Seoul area.
The Incheon Guwol 2 district will supply a total of 15,996 dwellings on an area of 2.2 million square meters, including 4,843 public rental and 4,857 public sale. It will create 560,000 square meters of parks and green space and about 370,000 square meters of mixed and self-sufficient land. With Munhak Sports Complex Station (Incheon Subway Line No. 1) in the district, access is convenient to the planned new GTX-B station (Incheon City Hall Station).
The Gwacheon Galhyeon district will supply a total of 960 dwellings on an area of 130,000 square meters (including 296 public rental and 298 public sale), and will create about 30,000 square meters of parks and green space and about 18,000 square meters of self-sufficient land. Indeokwon Station (Metropolitan Subway Line No. 4) is located to the south of the district. With three additional lines—GTX-C, Indeokwon–Dongtan Line, and Wolgot–Pangyo Line—scheduled to open in the future, connectivity to major downtown areas such as Gangnam, Dongtan and Pangyo is expected to improve.
The Siheung Jeongwang district will supply a total of 1,271 dwellings on an area of 100,000 square meters (including 910 public rental), and will create about 17,000 square meters of parks and green space. Jeongwang Station (Metropolitan Subway Line No. 4, Suin-Bundang Line) is located to the northeast of the district, and with a three-station transfer connection to the Seohae Line, accessibility to major points in the Seoul metropolitan area, including Seoul and Incheon, is excellent.
◇ Guri Topyeong 2 and Osan Segyo 3 designated as public housing districts
The Ministry of Land, Infrastructure and Transport (MOLIT) designated the Guri Topyeong 2 and Osan Segyo 3 public housing districts. After announcing candidate sites on Nov. 15, 2023, it completed consultation procedures including listening to residents' opinions, strategic environmental impact assessment, climate change impact assessment and disaster impact review, and finally passed Central Urban Planning Commission deliberations in Nov. (Osan Segyo 3) and Dec. (Guri Topyeong 2) last month.
The Guri Topyeong 2 district is adjacent to Seoul and located along the Han River, making it an area with very high housing demand. It plans to specialize waterfront spaces through the Han River and streams in the district and create linear parks and green spaces, planning a pedestrian-friendly city where residential, education, public and neighborhood living facilities are connected.
The Osan Segyo 3 district, considering its locational characteristics with semiconductor clusters in Hwaseong, Yongin and Pyeongtaek nearby and corporate demand, will reflect appropriately sized urban support facility sites, while linking with Osan Segyo districts 1 and 2 to arrange essential infrastructure such as education, culture and medical care, with plans to develop it into a self-sufficient city with proximity between jobs and housing.
After district designation, the two districts will establish comprehensive transportation improvement measures next year and go through administrative procedures such as consultations with related agencies and environmental, transportation, disaster and education impact assessments. The Guri Topyeong 2 district plans to obtain first approval for its district plan in 2027, and the Osan Segyo 3 district in 2028.
