DL E&C said on the 22nd that it received an "AA," an excellent rating, for the second straight year in the "2025 fair trade compliance program (CP) rating assessment" released by the Korea Fair Trade Mediation Agency under the Fair Trade Commission.
CP (compliance program) is a compliance monitoring system that corporations introduce to voluntarily adhere to laws and ethical standards. It assigns ratings by comprehensively evaluating the maturity of a corporation's compliance policy operations and its risk management framework. Given the construction industry's heavy reliance on subcontractors, fair subcontracting management and adherence to procedures are key factors directly tied to corporate credibility.
DL E&C has steadily advanced its field-centered compliance management system since introducing CP in 2006. Through various communication channels—such as in-house groupware, a mobile app, an internal standard system, a CP manual, a CP bulletin board, and CP poster distribution—it has continuously conveyed CP operating policies and practical guidelines to employees, focusing on spreading a culture of compliance.
In addition, DL E&C quantified key factors related to legal violation risks through its self-developed "DIC (CP management index)." By comprehensively analyzing construction progress data—such as written issuance, subcontract payment execution, cost ratio, and progress rate—it identifies potential high-risk sites in advance. Based on these analyses, the DIC index classifies site risk levels into three grades. In particular, sites with higher risk grades are designated for intensive management, with targeted monitoring and tailored training, strengthening a preventive risk management framework.
To ensure transparency in the issuance and storage of work orders, DL E&C introduced an "online work order issuance system" in 2022. This measure was aimed at improving the practice of relying on paper work orders or verbal instructions. Over the past three years, a total of 6,489 work orders have been issued online, and all issuance histories are set up so that subcontractors can view them in real time.
With this AA rating, DL E&C has become eligible for various incentives, including penalty surcharge reductions and exemptions from ex officio investigations. A DL E&C official said, "This is the result of recognition for our efforts to build a preventive system based on the DIC index and to spread a field-centered compliance culture," adding, "We will further advance the level of compliance management that employees and partners can trust to lay the foundation for sustainable growth."
