Pungnap Miseong Apartment, located inside Pungnap Earthen Fortification in Songpa District, Seoul, where development had effectively been halted for more than 20 years, has reportedly applied for approval of a promotion committee with an 80% consent rate for establishing a cooperative.
According to the maintenance industry on the 17th, Pungnap Miseong Apartment applied this morning to Songpa District Office for approval of the reconstruction maintenance project promotion committee. The preparatory promotion committee secured, in just eight days, an 80.6% consent rate from apartment owners and a 76.6% consent rate from commercial owners to form the committee at the same time. For the apartments, 222 out of 274 agreed, and for the commercial units, 22 out of 33 agreed. A promotion committee can apply for establishment once the consent rate of land and other owners exceeds 50%.
The preparatory promotion committee of Pungnap Miseong Apartment aims to obtain promotion committee approval at the end of this month and authorization to establish a cooperative in February next year. To speed up the reconstruction, once the promotion committee is approved, it plans to hold a general meeting before establishing the cooperative and issue a call for architects.
Chae Gap-sik, head of the preparatory promotion committee for Pungnap Miseong Apartment, said, "It is very difficult to collect consent forms with high consent rates from both apartments and commercial units, which shows how strong residents' passion for reconstruction is," adding, "Not only Pungnap Miseong Apartment but also residents of nearby apartments in Pungnap-dong share the same mind for the maintenance project, so we will take the lead and work hard."
Earlier, at the Seoul City Urban Planning Committee's Rapid Integrated Planning Empowerment Subcommittee held recently, the designation of the maintenance area and the decision on the maintenance plan for the reconstruction project of Pungnap Miseong Apartment passed. This is the first among apartments in the area. According to the maintenance plan, Pungnap Miseong Apartment will be redeveloped into 413 units with a floor area ratio of 250% or less and up to 23 stories. That is an increase of 138 units (50%) from the existing 275.
Completed in 1985, Pungnap Miseong Apartment has a relatively low floor area ratio of 167% and drew attention for its proximity to the Han River. However, the site falls within a historic and cultural environment conservation area near Pungnap Earthen Fortification, so building restrictions applied, effectively making reconstruction difficult. From March to July last year, however, it underwent a total of five reviews by the Korea Heritage Service's cultural heritage committee and received conditional approval. The conditions are to conduct a test excavation before breaking ground on the new apartment and to proceed with the project according to the submitted building plan.
