A waterfront-friendly complex of more than 1,000 households will be created along Jungnang Stream in Myeonmok-dong, Jungnang District, Seoul.

The Seoul Metropolitan Government said on the 7th that on the 5th it held the 12th Urban Planning Committee's subcommittee on delegated authority for the Rapid Integrated Planning maintenance project and passed with amendments the proposal to decide the maintenance plan and designate the maintenance zone for the Myeonmok District 8 dwelling maintenance-type redevelopment project.

This area is slated for urban environmental changes, including putting the Dongbu Expressway underground with a park on top and building a new Myeonmok Line station. After selecting it as a Rapid Integrated Planning candidate site in Aug. 2023, the city prepared a maintenance plan.

Taking into account the waterfront scenery and a pleasant residential environment, the type 3 residential area will keep its zoning plan, and the type 2 (7 stories or lower) will be upgraded to a type 3 residential area to supply 1,260 households in 13 buildings up to 35 stories (257 rental households).

Considering the location along Jungnang Stream, the plan is to maximize views and form a skyline that blends with the surrounding landscape.

At the meeting, the committee also passed with amendments the proposal to designate the maintenance zone and decide the maintenance plan for the dwelling maintenance-type public redevelopment project in Myeonmok District 9, Jungnang District. This area sits on steep hillsides along the foothills of Yongma Mountain, making walking inconvenient, and it is dense with old buildings. After being selected as a public redevelopment candidate site in Aug. 2022, a maintenance plan reflecting the pre-planning guidelines was established.

By upgrading type 1 and type 2 (7 stories or lower) to a type 2 residential area, 1,057 households in 18 buildings up to 30 stories (265 public dwellings) will be supplied. Leveraging its location adjacent to Yongma Mountain, the plan is to form a skyline in harmony with the ridgeline and place a view corridor through the center of the complex to allow unobstructed views of Yongma Mountain.

A plan to amend the decision on the maintenance plan for the urban maintenance-type redevelopment project in subunit maintenance District 1 of the Gwansu-dong zone in Jongno District was also passed with amendments. The Gwansu-dong zone is adjacent to Tapgol Park, Jongno 3-ga Station, and Cheonggye Stream, and has many low-rise, dilapidated buildings and wooden structures vulnerable to fire.

Within subunit maintenance District 1, the plan allows construction of office facilities with a maximum floor area ratio of 945% and a height of 70 meters, on the condition of providing public facilities such as roads and parks and introducing facilities for venture companies.

The building will be four stories underground and 18 stories above ground, with the first to third floors planned as street-facing commercial space. The open space will be created at the intersection of Jongno and Supyo-ro, the midpoint between Tapgol Park and Cheonggye Stream, to improve pedestrian access and convenience.

A proposal to designate the maintenance zone and decide the maintenance plan for the reconstruction project of the Pungnap Miseong Apartment complex in Songpa District was also passed with amendments.

Located near the historic Pungnap Earthen Fortification, the area received conditional approval after five rounds of cultural heritage reviews by the Korea Heritage Service from March to July last year. The approval was granted on the condition that a cultural heritage test excavation be conducted.

Pungnap Miseong Apartment is an aging complex with a shortage of parking spaces and issues such as building corrosion that require improvement. Under the new maintenance plan, supply will be expanded to a total of 413 households (31 public dwellings), up 138 from the existing 275 households, with a maximum of 23 stories and a floor area ratio of up to 250%.

A public pedestrian passage will be created at the center of the complex to connect to the access point to Hangang Park, and rest areas and community exercise facilities will be placed throughout the complex to improve convenience.

A proposal to decide the maintenance plan and designate the maintenance zone for the housing redevelopment around 267-1 Hongje-dong, Seodaemun District, was also passed with amendments. The name of the zone was set as "Hongje District 4 Housing Redevelopment Maintenance Zone."

In this area, 88.2% of buildings are old, 66.1% of roads are less than 4 meters wide, and 76.4% of dwellings are semi-basement, leaving the residential environment highly vulnerable. It was selected as a Rapid Integrated Planning candidate site in Sept. 2023, and a maintenance plan was established four months after guidelines were prepared in Aug. this year.

According to the maintenance plan, a total of 877 households (185 rental dwellings) will be created. With a maximum height of 28 stories, a view corridor at least 15 meters wide will be secured within the complex to maximize views of Inwang Mountain.

To secure project feasibility, the zoning was upgraded from type 2 to type 3 general residential. Under the 2030 Urban and Residential Environment Maintenance Master Plan, the floor area ratio increased by 16.2%.

Around 170-65 Imun-dong, Seodaemun District, an apartment complex of 757 households with a maximum of 36 stories will be built.

On the same day, the Seoul Metropolitan Government also convened the third subcommittee on delegated authority of the Urban Planning Committee and passed with amendments the proposal to designate the maintenance zone and decide the maintenance plan for the Shini mun 2 station area long-term jeonse housing urban maintenance-type redevelopment project.

A new 18,004 square meters will be designated as the maintenance zone, and 7 apartment buildings will be built on a 17,141.5-square-meter multifamily housing site with 6 underground levels and 36 above-ground stories, providing 757 households (232 long-term jeonse dwellings and 44 rental dwellings). Some long-term jeonse dwellings will be supplied as "Miri Ne-jip" for newlyweds.

Located in the Shini mun station area, the project will be pursued in conjunction with the ongoing "Imun–Hwigyeong redevelopment promotion district and Imun 3-1 redevelopment maintenance project."

The narrow public open space in front of Shini mun Station will be improved and turned into an open rest area, and a public pedestrian path will be created along the railway to build a walkway connecting from Shini mun Station to in front of Hankuk University of Foreign Studies.
