Yangcheon District in Seoul said on the 4th that the reconstruction maintenance plan decision and designation of the maintenance zones for Mok-dong Complexes 1 to 3 had been announced. With this, designation of the maintenance zones for all 14 Mok-dong apartment complexes has been completed, pushing the reconstruction project into full execution.
Yangcheon District said, "By achieving our original goal of completing the designation of maintenance zones for all complexes within the year, the train has departed for the final destination of creating a 'new-town-scale large residential complex' of 47,438 households."
Mok-dong Complexes 1 to 3, the last piece of the Mok-dong apartment reconstruction, had been the only ones among the 14 complexes designated as Type 2 general residential areas and had conflicts over an upzoning issue. After the start of the eighth popularly elected administration, however, the upzoning issue that had been stalled for about 20 years was resolved through the proposal to create the open green space "Mok-dong Greenway," linking Gukhoe-daero Park and Anyangcheon, adding momentum to the maintenance plan.
With the maintenance zone designation, Complexes 1 to 3 have detailed a development blueprint for 10,206 households. Complex 1 will be transformed from the existing 15-story, 1,882-household complex to up to 49 stories with 3,500 households, and a neighborhood park of about 10,500 square meters will be newly established. Complex 2 will be rebuilt from the existing 15-story, 1,640-household complex to up to 49 stories with 3,389 households. It will strengthen everyday community hubs through public support facilities and more.
Complex 3 will be transformed from 15 stories with 1,588 households to up to 49 stories with 3,317 households. A neighborhood park of 10,000 square meters linked to low-rise residential areas will be created, and infrastructure such as rebuilding the existing daycare center will be supplemented.
The district is pushing the maintenance project forward by combining the trust method and the association method. Currently, 8 of the 14 complexes have adopted the trust method, and with the announcement on the 4th designating the project operator for Complex 5, five complexes—5, 9, 10, 13 and 14—have completed project operator designation. Among the six complexes proceeding under the association-establishment method, Complexes 4, 6, 8 and 12 have completed either association establishment or the formation of a promotion committee.
District chief Lee Gi-jae said, "As we now enter the full execution phase of reconstruction, we will do our best to support follow-up procedures, such as deciding the project implementation method and selecting the builder, so the reconstruction maintenance project can be successfully concluded."
