The number of fraud-hit jeonse dwellings purchased has topped 4,000. The number of tenants recognized as victims of jeonse fraud has also surpassed a cumulative 35,000.
The Ministry of Land, Infrastructure and Transport said on the 3rd that Korea Land & Housing Corporation (LH) has purchased 4,042 fraud-hit jeonse dwellings. With an average of 595 dwellings purchased per month in the second half of this year, the pace is accelerating compared with the first half, when an average of 162 were purchased monthly.
The purchase of fraud-hit jeonse dwellings is a system in which LH receives the right of first refusal from victims and wins bids for the dwellings through auctions or public tenders. LH provides the purchased dwellings to victims as public rentals to support housing stability.
The Ministry of Land, Infrastructure and Transport (MOLIT) and LH are operating purchase review meetings and a fast track to quickly acquire fraud-hit jeonse dwellings. They plan to continue consultations with district courts on proceeding with auctions to support smooth purchases of affected dwellings and housing stability.
The number of jeonse fraud victims recognized by the government has also increased. The Ministry of Land, Infrastructure and Transport (MOLIT) held three plenary meetings of the "Jeonse Fraud Damage Support Committee" in November, reviewed 1,624 cases, and gave final approval to a total of 765 as jeonse fraud victims or equivalent.
Of the 765 approved cases, 701 were new applications, including resubmissions. Sixty-four cases filed objections to previous decisions, and as fulfillment of the requirements for jeonse fraud victims under Article 3 of the "Jeonse Fraud Victims Act" was additionally confirmed, they were determined to be jeonse fraud victims or equivalent.
Of the remaining 859 cases, 539 were rejected for not meeting the requirements. In 166 cases, the full deposit could be returned through guarantee insurance and preferential repayment, so they were excluded from application. In addition, 154 objection cases were dismissed as they still did not meet the requirements.
As a result, the total number of people finally determined by the committee as jeonse fraud victims or equivalent stands at 35,246. The number of decisions requesting cooperation for urgent stays of auctions and public tenders totals 1,076. The Ministry of Land, Infrastructure and Transport (MOLIT) has provided a total of 51,534 cases of support to those determined to be victims, including housing, finance, and legal procedures.
Tenants who were not determined to be jeonse fraud victims, were denied recognition, or were determined as equivalent to jeonse fraud victims may file an objection. Even if an objection is dismissed, they may reapply if relevant circumstances change later and be determined as jeonse fraud victims.
