An office mixed-use complex with up to 79 floors will be built on the former Sampyo Remicon site right next to Seoul Forest in Seongdong District, Seoul. Plans to improve transportation and green infrastructure in the Seoul Forest area will also move into full swing.
The Seoul Metropolitan Government said on the 27th that it held the 19th Urban Architecture Joint Committee meeting on the 26th and approved with amendments the "decision (draft) on the district unit planning zone and district unit plan for the Seoul Forest area and the detailed development plan for the Sampyo Remicon special planning zone."
The site is where the Sampyo Remicon Seongsu Plant had been operating since 1977; in 2022, operations were halted and the plant was demolished by mutual agreement, after which a development plan for mixed-use development was prepared through the preliminary consultation system with the Seoul Metropolitan Government.
On the Sampyo Remicon site, a facility combining office, residential, and commercial functions with up to 79 floors will be created. To secure a future-oriented office core, office facilities must account for at least 35%. In addition, sales, cultural, and commercial functions to support office uses and residential facilities for proximity between work and home are planned to be introduced within a cap of 40%.
In particular, this development project was recognized last year for its innovative architectural design and selected as a "preliminary consultation for architectural innovation" site, raising expectations for a new landmark building along the Han River. It was also selected as a "urban architecture creative innovation design" site, allowing a building coverage ratio of up to 90% for the multi-level pedestrian deck section connected to Seoul Forest. It received a recommended range permitting a relaxation of the floor area ratio by up to 104 percentage points (p). These matters will be finalized at the architectural committee review stage.
During this development, a multi-level pedestrian park connected to Seoul Forest will be created to increase green space, and the shared spaces built within the Sampyo Remicon site will be open at all times for citizens to use.
Public contributions secured through the preliminary consultation total 605.4 billion won and will fund infrastructure to ease chronic congestion in the Seoul Forest area and the creation of the Seoul Metropolitan Government's "unicorn startup hub" to expand local jobs.
To alleviate traffic congestion, the city will pursue the construction of new ramps at Yongbi Bridge on the Dongbu Arterial Road and at the north end of Seongsu Bridge, and will also build a pedestrian bridge at Eungbong Bridge to improve the walking environment to Eungbong Station. The unicorn startup hub, with a total floor area of 53,000 square meters, will be built and provided by the project operator.
The district unit plan (draft) for the Seoul Forest area, reflecting the amended approval items from this review, will go through a re-notice and inspection process and is expected to be finalized and announced in January next year.
