The Ministry of Land, Infrastructure and Transport and Korea Land & Housing Corporation (LH) will establish a joint dedicated organization (hereinafter TF) for the supply of dwellings and strengthen organic cooperation to swiftly deliver results in dwellings supply focused on urban areas.
On the morning of the 20th, at the headquarters of HJ Heavy Industries & Construction Co. in Yongsan-gu, Seoul, the Ministry of Land, Infrastructure and Transport (MOLIT)-LH joint dwellings supply task force (TF) and LH Special Headquarters for Dwellings Supply Promotion will be newly established, and a plaque-unveiling ceremony to commemorate this will be held.
To ensure the timely achievement of the supply target of groundbreaking for 1.35 million units over five years under the dwellings supply expansion plan released on Sept. 7, the government is making every effort to implement follow-up measures, including 20 legislative tasks.
The joint TF is established and operated with the aim of building a cooperation system between the Ministry of Land, Infrastructure and Transport (MOLIT) and LH to implement these follow-up measures and strengthening on-site support. It was created under a special instruction from Minister Kim Yun-duk of the Ministry of Land, Infrastructure and Transport.
In the joint TF, the supply organizations of the two institutions will work together, and, given the characteristics of urban supply where interests are complex among local residents and landowners, it will enhance on-site responsiveness through quick decision-making and systematically manage urban-centered supply by checking and coordinating difficulties in real time.
Through this, from site identification to completion, sites will be managed more closely to supply dwellings in preferred urban locations desired by the public, and by shortening the supply timeline, it plans to meet the high waiting demand of end users.
Minister Kim ordered the Ministry of Land, Infrastructure and Transport (MOLIT) and LH to shift their organizational structures to an emergency posture for dwellings supply and to mobilize all available resources.
For speedy supply, the Ministry of Land, Infrastructure and Transport (MOLIT) is consulting with related ministries on ways to significantly strengthen the dedicated supply functions that are currently dispersed, including the Public Housing Promotion Team.
LH will immediately establish a Special Headquarters for Dwellings Supply Measures, headed by the acting president, and set up five teams to exclusively manage key tasks. The Supply General Team will oversee and manage overall supply and take charge of consultations with the Ministry of Land, Infrastructure and Transport (MOLIT) and others. The Acquisition Supply Team will focus on managing step-by-step progress, such as permits and groundbreaking after new-build purchase agreements, so that the effects of urban supply can appear immediately.
The Public Land Development Team will oversee ongoing land development projects and prepare measures to accelerate compensation, including for Seoul Seoripul. The Urban Area Supply Team will promote supply projects in highly preferred urban areas, such as redevelopment of aging new towns, public urban complex projects, reconstruction of aging public rental housing, and public redevelopment. The Public Housing Team will oversee dwellings supply, including the rapid supply of dwellings in the third generation new towns and dwellings projects on idle urban sites such as Seongdae Baseball Stadium.
In addition, a Special Headquarters for Capital Region Maintenance Projects will be newly established to carry out urban supply projects scattered across the capital region, taking exclusive charge of maintenance projects to promote professional project execution.
The Ministry of Land, Infrastructure and Transport (MOLIT) and LH will also form a policy advisory group to gather diverse opinions related to dwellings supply, and will work together to reflect the opinions of end users who dream of homeownership, such as young people and newlyweds, in the policy implementation process.
A Rapid Permitting Support Center for swift private-sector supply will also be installed in the TF office. The Rapid Permitting Support Center will provide clear authoritative interpretations regarding differing applications of laws by local governments and ambiguous interpretations, which have been pointed out as the main causes of permitting delays. When necessary, it will directly coordinate opinions among institutions to prevent unnecessary project delays in advance.
Minister Kim toured the office where the TF was set up and encouraged staff. Later, presiding over a dwellings supply review meeting, Kim asked the entire LH leadership to approach dwellings supply with an extraordinary resolve.
Minister Kim said, "In a situation where it is urgent to produce results in urban supply preferred by the public, this organizational reorganization is intended to drastically improve the speed of supply," and added, "LH should mobilize every possible means so that all executives, including the head of the headquarters, can produce tangible outcomes in dwellings supply." Kim continued, "As the minister in charge of dwellings supply, I will personally oversee supply performance and take all necessary measures," adding, "I will spare no necessary support so that employees can focus solely on delivering supply outcomes in urban areas."
