A redevelopment plan for the Sanggak Mansion apartment complex area in Yongsan District, Seoul, built in 1970, has been finalized. In Feb., a living room ceiling collapse occurred at this apartment complex. The city of Seoul plans to push redevelopment of the surrounding area by applying a maximum floor area ratio of 500%.
The city of Seoul said on the 20th that it approved with modifications the "Decision on the maintenance plan and designation of the maintenance zone for the urban redevelopment project in Hangangro 1-ga, Yongsan District (draft)" at the 17th Urban Planning Committee meeting held on the 19th.
The Hangangro 1-ga urban redevelopment zone is located in the station area of Samgakji Station on Seoul Subway Lines 4 and 6. After being designated as a planned maintenance zone under the "2025 basic plan for urban environment maintenance (2016)," Yongsan District pursued the designation of the maintenance zone and the establishment of a maintenance plan with goals including linking functions with the downtown area and improving deteriorated residential environments.
Key elements include: ▲ creation of a job-housing linked mixed hub reflecting the site's strong transportation accessibility ▲ establishment of a low-rise, street-responsive plan considering existing pedestrian traffic demand and the street grid ▲ creation of open green space integrated with surrounding downtown neighborhoods.
The site is divided into two districts based on function, with multifamily housing and neighborhood living facilities placed in District 1. Office facilities are placed in District 2. Considering the many examples of high-density development around the site, the plan grants floor area ratio incentives for creating public pedestrian passages and eco-friendly development, easing the FAR up to a maximum of 500% through public contributions.
Near Namseong Station on Seoul Subway Line 7, a 37-story multifamily housing complex will be built. The city approved with modifications the "Designation of maintenance zone and decision on maintenance plan for the urban redevelopment station-area activation project for the area of 318-99 Sadang-dong, Dongjak District (draft)." The site, adjacent to Line 7's Namseong Station and Sadang-ro, covers 10,677.7 square meters and includes land formerly used as a Beomjin Passenger bus depot and currently used as a public parking lot.
According to the plan, the site will feature a 37-story multifamily housing complex (272 units) and neighborhood living facilities. Public facilities will be built as a separate building with one basement level and four above-ground floors. As a public contribution tied to the upzoning, Dongjak District's No. 2 district office civil service center, a public health center, a silver care center, and 30 spaces in a public parking lot will be provided.
At the meeting, the maintenance plan for the "Changsin urban redevelopment project" in the area of 330-1, Changsin 1-dong, Jongno District, was revised. The revision changed the maintenance zones, which had been planned as small units, to general maintenance zones. The previously subdivided 21 maintenance districts were adjusted to 15 and reorganized into a development structure centered on general maintenance reflecting the commercial area's characteristics. Accordingly, a base floor area ratio of 600%, an allowable FAR of 800%, and a height system of 90 meters plus alpha (α) will apply, and separate height standards considering views and sightlines were set for the area around Heunginjimun.
To implement the city's "green ecological downtown re-creation strategy," a green and pedestrian network linking open green spaces, urban forests, and public pedestrian passages was applied across the zone. Along the main pedestrian axis connecting Jongno, Cheonggyecheon, and Sungin-dong, open low-rise spaces and greenery will be introduced together. Various housing types focused on one- and two-person households—small units, officetels, urban-style housing, and senior residences—will be allowed, and public housing and social welfare facilities for residents of flophouse areas will be co-located with public office buildings.
The redevelopment maintenance plan for Seongbuk District's Seongbuk Zone 2 was changed from a "demolition + rehabilitation" approach to "demolition." Because proceeding under the rehabilitation method, which only removes deteriorated and substandard factors, made the project's progress uncertain, it was changed to a full-demolition approach at residents' suggestion. Going forward, the site will have up to 60% building coverage, up to 90% floor area ratio, and a maximum of four stories, with 496 multifamily housing units and ancillary welfare facilities to be built.
Meanwhile, an urban management plan was also decided to build deep underground stormwater drainage tunnels in the Dorimcheon and Gwanghwamun areas. The deep underground stormwater drainage tunnel around Dorimcheon will have a total length of 4,543 meters and an area of 70,885 square meters, discharging river water from Dorimcheon, Daebangcheon, and Bongcheoncheon into the Han River. The deep underground stormwater drainage tunnel around Gwanghwamun will have a total length of 1,321 meters and an area of 24,609 square meters. It will connect Songhyeon Cultural Park, Gwanghwamun Square, and Seorin Park, and, during heavy rain, discharge stormwater into Cheonggyecheon through a drop shaft to be installed at Seorin Park.
