The Seoul city government finalized four areas for the Moa Town project to improve aging low-rise residential districts and will supply a total of 3,570 new dwellings.
The Seoul city government said on Oct. 17 that at the 15th integrated review for small-scale housing maintenance held on Oct. 16, it approved a total of four items: the areas around 100-48 Gugi-dong, Jongno District; 697-20 Nangok-dong, Gwanak District; 221-24 Noryangjin-dong, Dongjak District; and 322 Hongje-dong, Seodaemun District. With this integrated review approval, a total of 3,570 new Moa dwellings will be supplied, and the deteriorated environment is expected to improve.
In the area around 100-48 Gugi-dong, Jongno District (63,697 square meters), construction of two Moa dwellings sites will be promoted, and the housing scale will increase from the current 415 households by 382 to 797 households (including 214 rental dwellings). The site is a densely populated aging low-rise residential area with a 65.7% ratio of old buildings and a 68.6% ratio of semi-basement homes, requiring environmental improvements, but there were limits to project promotion due to height regulations in the natural landscape district and height district. Taking into account these environmental and business conditions, the Seoul city government selected it as a public-participation Moa Town site in Dec. last year and has provided support, and it plans to support efforts such as promoting the establishment of an association going forward.
In the area around 697-20 Nangok-dong, Gwanak District (41,569 square meters), two Moa dwellings sites will be promoted to supply a total of 1,056 households (including 253 rental dwellings). This area was also crowded with old and substandard buildings, but development had stalled because the elevation difference within the project site reached 33 meters, making project conditions difficult. The Seoul city government secured project feasibility by selecting this area as a Moa Town site and applying measures such as expanding the project implementation zone when there is public participation, easing rental dwelling requirements, and upgrading the land-use zone.
In the area around 221-24 Noryangjin-dong, Dongjak District (34,555 square meters), promotion of Moa dwellings will kick off the supply of a total of 834 households (including 192 rental dwellings). Despite its prime location adjacent to Noryangjin Station, development was difficult due to a maximum elevation difference of 40 meters within the lots. The Seoul city government plans to enhance business feasibility by easing the required ratio for securing rental dwellings and upgrading the land-use zone, create topography-responsive sites that reflect slopes and elevation differences, and develop the area into a three-dimensional space.
In the area around 322 Hongje-dong, Seodaemun District (39,442 square meters), the high hilly terrain (elevation difference of about 47 meters) made it difficult for residents to carry out a project on their own. However, with the promotion of Moa Town, the supply of a total of 833 households (including 193 rental dwellings) has become possible, and a breakthrough change is expected. The Seoul city government also plans to promote development here with a basic design plan that includes upgrading the land-use zone, expanding maintenance infrastructure roads, and designating a special architectural district. Choi Jin-seok, head of the Seoul city government's Housing Bureau, said, "Aging areas where development lagged due to height regulations and sloping terrain will be dramatically improved through the Moa Town project," adding, "We will create a high-quality residential environment through plans that harmonize with local residents."
