The Seoul Metropolitan Government on the 15th protested that the government's designation of the entire city of Seoul as a land transaction permit zone was an "unilateral notice." The government officially announced that the matter had gone through prior consultation with the Seoul Metropolitan Government, but the reality was different.
The Seoul Metropolitan Government said that day, "(Regarding the expansion of permit zones across all of Seoul) there was only unilateral notification at the working level, and although we advised that designating the entire city would cause side effects, the announcement was pushed through."
Contrary to the government's explanation in that day's dwellings stabilization measures announcement that "we held prior consultations with the Seoul Metropolitan Government and Gyeonggi Province on the designation of permit zones and shared an understanding on the designations of speculative overheating, adjustment targets, and permit zones," it did not agree with the government's measures.
In the meantime, the Seoul Metropolitan Government lifted the designation of permit zones for the three Gangnam districts (Gangnam, Seocho, Songpa) in Mar., then expanded the designation to include Yongsan District again, and drew a line against the possibility of additional designation of other autonomous districts.
Oh Se-hoon, on 29th last month, announced "Shintong Planning 2.0," which contains measures to expedite the progress of Seoul's redevelopment projects, and said there was "no plan to designate permit zones."
