Mok-dong complexes 1 to 3 in Yangcheon District, Seoul, finalized a redevelopment plan to build up to 49 stories with 10,206 households. With this, all 14 Mok-dong New Town complexes have passed the Seoul city review.
The Seoul Metropolitan Government said on the 2nd that it approved with amendments the "designation of the Mok-dong 1, 2, and 3 complex apartment reconstruction project as a redevelopment zone and decision on the redevelopment plan and landscape review (draft)" at the 10th Urban Planning Committee's expedited integrated planning subcommittee.
Mok-dong complexes 1, 2, and 3 will be built up to 49 stories with a floor area ratio of 300%. Mok-dong complex 1 will reconstruct multifamily housing and ancillary welfare facilities into 3,500 households (including 413 rental units). With Line 9's Sinmokdong Station, Yongwangsan Neighborhood Park, and Wolchon Elementary School within a 500-meter radius, a neighborhood park of about 10,500 square meters will be created in linkage with schools and low-rise residential areas.
Mok-dong complex 2 will be transformed into 3,389 apartments (including 396 rental units). It is close to green spaces such as Yongwangsan Neighborhood Park and Paris Park, and to Sinmok Middle School. A childbirth and child-rearing friendly public support facility (3,870 square meters) will be built, and a 10,250-square-meter neighborhood park will also be created.
Mok-dong complex 3 will be converted into 3,317 apartments (including 398 rental units). Accessibility will be improved to major public facilities such as Yangcheon Library and the post office, as well as to resident rest facilities like Paris Park and the National Assembly-daero Park. The plan also supplements infrastructure, including a 10,000-square-meter neighborhood park linked to low-rise residential areas and the reconstruction of an existing daycare center.
The Mok-dong reconstruction plan focuses on shifting from a car-centered, closed complex structure to an "open complex" that connects pedestrian axes inside the complex to external streets. It plans public pedestrian corridors that link green axes such as Anyang Stream and Paris Park to realize "5-minute access to green." Reflecting the area's heavy bicycle use, bicycle lanes and parking spaces will be placed along corridors and roadsides.
From a landscape perspective, the plan is to create a skyline that connects low-rise (7 stories or fewer), mid-low-rise (15 stories or fewer), and high-rise buildings. Along the street front, linear low-rise housing (7 stories) will be arranged, and recommended sections for neighborhood living facilities will be set on the lower floors to promote street vitality and everyday convenience. Areas around the main streets will be guided into pedestrian-friendly commercial streets.
To strengthen public interest, 13 public facilities (total gross floor area of 80,165 square meters) encompassing the inside and outside of the complexes will be expanded. Daycare centers, public offices, and daycare facilities will reinforce care and administrative infrastructure, and roads will be widened by 1.5 to 3 meters or more. Two public parking lots will also be created to resolve chronic parking shortages.
Since Mok-dong complex 6 was first selected for the expedited integrated planning in Oct. 2022, all 14 complexes applied the expedited planning and completed designation as redevelopment zones—normally a five-year process—in an average of 1 year and 9 months. Currently, complexes 4, 5, 6, 7, 8, 9, and 10 have completed public notices of zone designation, and complex 11 will be publicly notified after completing public inspection.
The 14 Mok-dong complexes currently house 26,629 households. After reconstruction, 47,438 households will be supplied, 1.8 times more. The increase after reconstruction is 20,809 households, of which 6,104 will be rental housing. Of the rental housing supply, 3,052 units will be Mirinae House long-term jeonse housing for newlyweds (3,052 units).
Choi Jin-seok, head of the Seoul Metropolitan Government's Housing Bureau, said, "With this decision, Mok-dong complexes 1, 2, and 3 will finalize architectural plans through the announcement of the redevelopment plan and integrated review and swiftly push the project forward," adding, "Following measures to promote housing supply, Seoul is further speeding up housing supply with the expedited integration season 2 plan. Through continuous, focused process management, we will accelerate the reconstruction of the 14 Mok-dong complexes."
